Theme - Clean Air for a Healthy Nation
Winners at National Level-We are pleased to announce the names of national level winners of the Clean Air for a Healthy Nation Art competition held on the 16th March 2006.
Winners at International level-Art Works of 350 contestants received by the Ministry of Environment were presented to The Better Air Quality 2006 "Art for Air" competition being held at Yogyakarta, Indonesia.
We are pleased to announce that 38 Sri Lankan competitors have been selected among 92 short listed entries at the first round of this international competition. Winners will be announced soon.

Vehicle Certfication Programme
The Ministry of Environment & Natural Resources published the Air Emissions Standards, Fuel Quality Standards, Vehicle Importation Standards by the Extraordinary Gazette notification No: 1295/11 to be effective from 01st July 2003.

Infrastructure and activities needed to implement standards |
- Make receiving the emission certificates mandatory to obtain the annual revenue licenses through regulatory measures.
- Train technicians to handle emission equipments, and identify the problems of vehicles associated with high emission and rectify them.
- Establish testing centers to issue emission certificates.
- Accredit the testing center by the Commissioner of Motor traffic with the concurrence of Central Environmental Authority.
- Assure that fuel quality is improved to meet the emission level.
- Create awareness among the spare part dealers and prepare to meet the demand.
- Create awareness among vehicle owners and general public of the programme.

Establish testing centers to issue emission certificates |
- A mechanism has already been worked out to develop a public private partnership and assign the task of issuing the Vehicle Emission Certificate by the private sector. Under this activity a Request for Proposals was prepared and bids were called to select companies to establish testing centers through a Cabinet Approved Negotiating Committee. The selected firms will have to establish centers within 20 km radius under Build Own and Operate scheme. It will initially be allowed 5 years to operate and is extendable for two more years. Two companies have already been selected to establish centers and Cabinet of Ministers has given approval to these companies and the price structure.
- Once the testing centers would be established the Commissioner of Motor Traffic would accredit those with the concurrence of Central Environment Authority.
- Create awareness among the spare parts dealers and prepare to meet the demand.
- AirMAC has created awareness among the spare parts dealers and they are confident that they could provide spare parts to meet the demand.
- Create awareness among vehicle owners and general public of the programme.
- AirMAC conducted a Training Programme for trainers, technicians, traffic police officers, officers of Central Environmental Authority, officers of Measurements, Units, Standards and Services Department and Public officers taking the expertise of US experts and with the financial assistance of USAEP in September 2004.
Air Resources Management Center (AirMAC) with the help of their stakeholders organized 21 workshops for the private bus owners in 21 districts out of total 24 districts.
- AirMAC also organised 25 workshops for the school children regarding Air Pollution in Sri Lanka.
- Network Type
AirMAC has planned a computerized network and selecting only 3 firms to improve quality of programme and avoid forge certificates. Also heavy penalties have been imposed for non-compliance while a programme has also been designed for public transport vehicles to replace the buses with new buses.
